State Safety Programme
Annex 19 to the Chicago Convention sets the standards for a State Safety Programme (SSP), placing the responsibility on all contracting States to implement such a programme. The State Safety Programme for the Falkland Islands is a joint effort on behalf of the Falkland Islands Civil Aviation Department (FICAD) and Air Safety Support International (ASSI).
The International Civil Aviation Organisation describes a SSP as an "integrated set of regulations and activities aimed at improving safety". The SSP exists as a management system for the management of safety by the State.
The UK also has it's own State Safety Programme that includes responsibilities to all of the Overseas Territories.

It provides an overview of the UK oversight of the aviation system and defines clear roles and responsibilities across the UK, its Overseas Territories and Crown Dependencies.
It establishes a structured approach for continuous safety improvements, reinforcing the UK commitment to safeguarding the future of aviation safety, and preventing complacency.
The SSP is mandated by the International Civil Aviation Organization.
