Provision of advice on the creation of a Public Private Partnership (PPP) structure and associated funding for the development and operations of port facilities at Port William (Falkland Islands)
This is a time of unprecedented change and challenge for the Falkland Islands as oil and gas exploration, along with traditional industries, growth increases pressure on the existing infrastructure on the Islands.
The Falkland Islands Government is being proactive in responding to these challenges and is supporting infrastructure developments through an ambitious programme of activity over the next several years which will include the development of a new deep water port at Port William to service the Islands, with associated industrial / lay down space, new road infrastructure, new utilities infrastructure and the development of Stanley Airport.
These are multi-million pound projects providing significant opportunity for private investment. Our ambition is to deliver this infrastructure in partnership with the private sector and we are seeking a structure which enables joint investment and management of these services for the next several decades.
We regard these projects as extremely viable and attractive to private sector investment with significant returns available to investors over the short, medium and long terms. The Falkland Islands Government has no fixed view as to what an investment structure might be at this stage but expect it would need to be able to cope with the introduction of a Port Authority.
The support we are now seeking is intended to assist Government in creating an ‘offer’ or brochure which can be put out to the private sector to respond to.
The Falkland Islands Government is seeking Expressions of Interest (EOI) from experienced individuals or organisations able to provide specialist advice on:
The consulting parties need to evidence the necessary capabilities, competence and experience to assist the Falkland Islands Government in the creation of a PPP as the delivery mechanism for a new deep water port at Port William.
This EOI aims at short-listing parties who will be given the opportunity to bid for consultancy assignments as and when required.
