Bill was born in the Falklands in 1940. He was educated in the UK, returning to manage the family farm at Chartres, West Falklands until his retirement. He continues to reside there with his partner Grizelda Cockwell. He has three sons and enjoys flying, photography and conservation. Bill previously served on the Legislative Council 1971-1976 and 1989-2001.
In 1982, during the Falklands War, William was serving on Executive Council as an appointed Member and was arrested with his family and expelled from the Islands by the Argentines.
